He is a Civil Engineer with a Major in Transportation and Urban Planning in 1976 at the Technical University of Lisbon (Portugal); MSc in Traffic Engineering and Environmental Planning in 1980 at Birmingham University (UK); PhD in Traffic Engineering at Pacific Western University (U.S.A) in 1997; PhD in Civil Engineering at UBI (Portugal).

He is the CEO of CEIT Consult, a Portuguese consulting firm focusing on transportation, parking and roadways and Senior Professor at the Universidade Lusofona (ULHT) in Lisbon.

Mr. Figueira consults on many projects regarding mobility and transportation in Portugal, Africa and Macao.

Mr. Figueira worked at JAE Official National Board of Highways in Portugal for thirty years and was a representative of Portugal at the European Commission in Brussels, at DG VII (1996-2000).

He was a Professor for twenty years at the Technical University in Lisbon until 2000.

Prof. Figueira is senior member of the Institute of Transportation Engineers (U.S.A); member of the Institute ofHighway Engineers (U.K); senior member of IACSIT, senior member of ISEMS/PSRCenter and Gerson Lehrman Group Expert Consultant (USA).

As a member of IACT is invited as keynote speaker for different conferences, and

Actually is coordinator of several post-graduate courses in urban planning in Iran (Qazvin and Tehran) on behalf of Lusofona University.
